SCI-TECH plan a world class opportunity

The newly announced Enterprise Zone at Daresbury Science and Innovation Campus (SIC) will provide a platform to bring “world class science” to the Cheshire facility, according to the man behind the project.
John Downes, chairman of Daresbury SIC, says the success of the SCI-TECH bid, revealed yesterday by Prime Minister David Cameron during a visit to the site, provides a unique opportunity to move forward with planned infrastructure improvements at the campus and position it at the forefront of the science and technology sector.
The SCI-TECH proposal promises to reinvest business rates to deliver new specialist office, laboratory and technical space, with the potential to create as many as 10,000 skilled jobs and leverage more than £150m in private sector investment.
Mr Cameron said the SCI-TECH proposal represented “the future” of British economic growth and praised its potential to create jobs and prosperity for the wider region and national economy, building on the success of the private-public sector relationship to support the growth of SMEs.
The Prime Minister also said he felt “inspired” by the work taking place at Daresbury SIC, which aims to support the rapid growth of high-tech companies by promoting innovation and collaboration between hi-tech businesses, universities and STFC.
Daresbury SIC LLP is a private-public joint venture organisation, created in December 2010 between Langtree, Science and Technology Facilities Council (STFC) and Halton Borough Council.
Downes, who is also managing director of Langtree, said: “Our application was founded on a determination to build upon the existing success of the Daresbury SIC and deliver lasting and meaningful enhancements. The financial and commercial impact of Enterprise Zone status gives us a unique opportunity to press ahead with improving the infrastructure of the campus and bringing world class science and successful business growth together in one location.
“We are confident that we have the commercial structure in place to hit the ground running and begin to effect change in the short term. We have also pledged to create the pioneering Daresbury SCI-TECH Economic Investment Fund to promote entrepreneurship, support skills development and attract inward investment across the LEP areas.
“The science and technology sector has shown itself to be highly resilient in the face of widespread economic turmoil and we intend to ensure that SCI-TECH is positioned at the forefront of that ongoing success.”
The SCI-TECH bid was submitted by Halton Borough Council on behalf of the Liverpool City Region and Greater Manchester Local Enterprise Partnerships and is thought to be the only joint LEP Enterprise Zone application made to date. It is designed to retain burgeoning UK enterprises and attract international technology businesses to the country for the first time.
Cllr Rob Polhill, Leader of Halton Borough Council, said: “We are delighted that the government has approved the SCI-TECH proposal, we have developed an environment and culture of success here in Halton and this announcement builds on this success. This is a hugely optimistic period for the borough and the entire region.
“It is also important to remember these will be new jobs, as unlike other Enterprise Zones, the specialist skills and investment required to make this project work ensures there will be minimal displacement of jobs or businesses from elsewhere.
“The support of both our two neighbouring LEPs for this project was critical to its success and is a clear recognition of the benefits to the wider economy that will form the foundation of SCI-TECH.”
