Planning granted for �42 million Black Country scheme

Regeneration partnership PxP West Midlands has received outline planning permission for the £42 million Brindley Village II scheme in North Smethwick.
Unlocking an 11-acre site to the north west of Birmingham, Brindley Village II will bring 193 new homes to Smethwick, including properties of up to six bedrooms with 25 percent of units designated for shared ownership and social rented properties. Bounded by Lewisham Road, Mafeking Road and the Birmingham Mainline canal, the development is positioned adjacent to the Brindley Village I development, which was successfully delivered over five years ago.
“Brindley Village II will build further upon regeneration in the area with the creation of a modern and contemporary environment that respects the legacy of the development’s industrial canalside heritage,” commented Mark Stapleton, managing director for PxP West Midlands. “The development reached planning committee after only eight weeks and was unanimously supported by all members. This speaks volumes about the desire to create a high quality, sustainable community here and our ability to create a masterplan for a challenging site which wholly meets the very specific needs of this area.”
PxP West Midlands – which is a Limited Partnership between Advantage West Midlands and Langtree – has successfully brought forward Brindley Village II with funding provided by the Homes and Communities Agency (HCA), the National Housing and Regeneration Agency for England and Urban Living, the Birmingham and Sandwell Pathfinder. The planning application was also supported by urban regeneration company Regenco, British Waterways, Sandwell MBC and local MP for the Warley constituency, the Rt. Hon. John F. Spellar.
Speaking about Brindley Village II, Rt. Hon. John F. Spellar, MP for Warley said: "Securing the right development for this important Smethwick site has taken too long but I am delighted that it is now going ahead with progress towards a much better future for housing and employment in the area.
“PXP West Midlands has succeeded where others failed to provide a viable masterplan for this area and the proposals for this development are a good example of businesses and government agencies working together to transform challenging areas and create viable communities for the future.”
Assad Hamed, Regeneration Manager for the Homes and Communities Agency added: “Brindley Village II is an exciting regeneration project and is one of the first HCA funded schemes in the West Midlands Region. The investment is an example of a number of public agencies and Sandwell Metropolitan Borough Council working together to unlock a difficult site in an area that has seen little investment in the last 20 years. The initiative will regenerate an area where communities want to live and can afford to live in high quality accommodation. This is the first project where HCA and PxP West Midlands are working in partnership and it is hoped the two organisations will continue to work jointly building on the success of Brindley Village II.”
Alongside residential properties, Brindley Village II will bring a range of other benefits and amenities to the area. This will include the establishment of clear and legible north south routes between the development and the canal and including new connectivity routes. Around a hectare of public realm has been proposed including the creation of attractive streetscapes and enhanced areas of open space both within the scheme and alongside the canal. Reinforcing the area’s existing neighbourhood centre, a few local shops will also be incorporated within the scheme alongside the retention of a church and Islamic Centre within the site.
Brindley Village II will have a strong sense of character with the creation of ‘Lifetime Homes’ that are robust in design and flexible to changing circumstances. A highly sustainable development, it will meet a minimum level of 3 of the Code for Sustainable Homes. Residents will benefit from cycle routes throughout the scheme, plus generous parking provisions of up to three spaces per property, with an additional 40 parking spaces provided for visitors to the scheme.
Having received outline planning permission, subject to Section 106 agreements, PxP West Midlands is now progressing with acquiring existing properties on the development site. Eighteen properties have been successfully acquired since February, with the remainder to be acquired by the end of this year, before remediation works in preparation for the construction of Brindley Village II can commence.
